It's not all about cost. Seniors that have become familiar with their buttons and pendants will not take kindly to change - and why should they? The education of everyone involved in the "chain" of telecare monitoring from the installer right through to the care giver and their patient would have to undergo training. A huge task.
Replacing a whole telecare system because one small part of the equipment requires an upgrade is overkill !
